Sir,
I have the honour to forward for your
information and for purposes of record five copies
of a Working Agreement for Through Goods Traffic
between the Canton-Hankow Railway, the Chinese section
of the Canton-Kowloon Railway and the British section
of the Kowloon-Canton Railway, which has been signed
by the Chinese Minister of Railways and by myself.

Unless otherwise instructed, I propose to
follow the procedure approved by Sir P. Cunliffe-
Lister (now Viscount Swinton) in his despatch No.98
8 on 5 35 10/35 lated the 12th March, 1935, and to retain in the
Enclosure 2.

I also enclose a brief memorandum by the
acting Manager of the Kowloon-Canton Railway setting
out the course of the negotiations. Mr. R.D.Walker, manager of the Railway, who was in charge of the
negotiations, is at present on leave and I take this
opportunity of recording my appreciation of his able and expeditious conduct of the proceedings.
